Abstract

Current trends of the global economy, the increasing complexity of the globalization of business contradictory processes, limited resources the acceleration of technological innovations, resulting in increased competition in the global market. Innovation is essential for sustainable growth and economic development. At present, the effectiveness of introducing innovations largely depends on the effectiveness of legislation in relation to the mechanisms for regulating innovations and transforming knowledge into innovations. The scientific and theoretical basis for deepening research was the methods of scientific abstraction, analysis and synthesis, methods of quantitative and qualitative assessment of innovations, which were used to clarify the concepts of innovations, analyze the state and norms of legal regulation, systematize the interpretation of the concept of high-tech innovations that regulate innovation indicators characterizing the level of innovation implementation and determining the role and impact of innovation on the economic growth of the state. Theoretical and methodological developments on this topic systematize ideas about the economic and legal aspects of the regulation of high-tech technologies, analyze the macroeconomic indicators of the scientific and technical activity of the leading countries of the world, describe the main regulatory and legal framework for the development of the scientific and technical potential of the Russian state The existing approaches to the formation conceptual knowledge-intensive production foundations is analyzed. The high-tech products in the GDP structure analysis of various countries is presented. A scientific and methodical approach to monitoring the development of high technology products in the framework of economic and legal aspects is roposed. The expediency of applying a complex system of statistical observation of the development of new hightech industries has been proposed and substantiated. The correlation dependence of the influence of indicators of scientific and technical activity and the share of high-tech products in GDP is presented. An economic-legal model of value-creating high-tech products has been developed, taking into account the institutional means of ensuring scientific and technological development and ensuring the performance of strategic management functions. scientific and technological development.
